With the resignation of city councillor, Mike Wood drawing near, the council now has the difficult decision placed in their hands of the appropriate way to replace the longtime councillor.
Wood’s spot on council is expected to become officially vacant on or before the February regular council meeting. By order of the Municipal Act, within 60 days after the day a declaration of vacancy is made, the municipality shall either appoint a person to fill the vacancy or pass a by-law requiring a by-election to be held to fill the vacancy.
Debra Kincaid, acting clerk for mayor and council put forward a report to the group at the Jan. 9 Committee of the Whole meeting outlining council’s options for replacement, as well as applicable timelines included for each option.
Kincaid says appointing someone is the quickest and most cost effective option to fill the vacancy and could be completed by the March council meeting.
Options to fill the vacancy by appointment could include appointing the next highest vote-getter from the previous election for councillor, appoint a candidate from another office from the previous election, appoint any eligible/qualified member of the public, advertise for applicants, or solicit interest from previous members of council.
If council chooses to go by way of by-election, the clerk will select a Nomination Day and Voting Day balancing the time needed to meet the legislative requirements and ensure adequate notice to the public.
Kincaid’s report says the financial implications of filling the vacancy through a by-election vary.  The cost is estimated at $14,000 to $38,000 depending on the voting method chosen.  (Traditional method with central poll and manual count or vote by mail with or without manual count.)
No funds have been allocated in the 2012 city budget to cover the cost of the replacement of Mike Wood, and city staff will have to do the allocations accordingly to match the chosen outcome.
